The minutes of the 2008 Perry Groves World AGM ... 


Date – 28th May 2008  

Venue – The Master Gunner

Minutes

Game - Interactive game (same as previous season’s)

Jobs - Same as last season (and the previous god knows how many season)... Simon - Chairperson, Graham Y -Vice-Chairperson & Disciplinary Committee (see below), Nigel - Treasurer & Disciplinary Committee, Marek - Social Sec & Disciplinary Committee

Prize Money - Same as last season £25 per person

Split - Champions - £100, Runner-up - £50, 3rd place - £25, League Series Winner - £20 , Cup Winners - £10 . 

All prize money to be paid to Nigel either before or on Auction day (He can be paid by e-banking transfer – Just ask Nigel for his banking details).                           

FL Money This was agreed to be kept the same as previous seasons. We have £20 million to spend at the auction. Any money not spent at the auction can be carried over into the season and added on to the £10mil Transfer Fund we all have for the season.

Sealed Bidding It was agreed that we this will stay the same. We will use the 'Sealed bids' option on the FL web site for our Transfer         Windows. The rules regarding bidding will be the same as last season. You must bid a minimum of £0.1m. The whole amount of your successful         bid will be deducted from the successful bidder. The total of all your bids most not be greater than your remaining transfer fund.

Tied-bids – Again same as last season, we will use the FL tied-bids option again to decide tied bids. We all agreed that we would use the         ‘‘Lowest in the League’ as the tie breaker during the season. In the one transfer window before the season starts I will select the ‘Random’ tie     breaker unless I can find a more appropriate option (I will inform everybody if this changes) Watch your e-mail/Web site for any updates

Transfer WindowsAfter much discussion as there had been a few infringements last season we agreed that the Transfer window would still be every 2 weeks, starting the Thursday before the season starts, closing down over Christmas (dates will be published on our Web site). The windows will still close for sealed –bids at 7.00pm on a Thursday. However the one amendment we made was to extend the closing time of the transfer window to 10.00am on Saturday morning (all Transfers, Sealed–bids & Free agents, must be completed by then)

Free Transfers Again much discussion but the Free Transfer window will open at 00.01am Friday morning and will close at 10.00am on Saturday morning. (as above, extended by 1 hour this season)

Who you are entitled to pick up also came in for much discussion and finally it was agreed to amend the rule of who can be picked up at the Free transfer window.

You can now pick up any player that is on the Free agent list except… a) any player who was bid on in the Sealed bids process in the present transfer window or b) any player who was not registered by the Fantasy League when the sealed bids window shut (7.00pm on Thursday, for those of you not paying attention).

Therefore this season’s change is any player dropped during a Transfer window can now be picked up in the same transfer window as a Free Agent by another manager.

Squad Size - It was agreed again after a bit of discussion to keep the squad size to 16 players for next season. Some were keen to reduce to 15, however with the increase to 7 subs in the Premiership next season we agreed to keep the squad size to 16.  Within this squad you must always have at least 6 defenders.  

Non-playing Defenders It was agreed (as always) to keep this rule. So as per previous last season, any defender who has not played in the previous 3 Premiership games must be replaced by a 'playing' defender at the Transfer window. Either by the manager or if not then the Chairman will do so. 

Non-playing defenders will be posted on our web-site on the week of the transfer window

Resting Defenders It was agreed that this had not really been a problem this season. However we decided to keep the same rule we created last season. I.e. if a manager had a defender in his squad who has not played for 3 or more games (and not broken the non-playing defender rule) then he must not play this defender in front of his other playing defenders (even if he is due back).  

Internal PGW Deals Again not a problem this season but it was agreed as before we need to ensure that any 'internal' deals between managers in the PGW must be above suspicion. All other managers must be notified of all deals via our FL web page (on the Bulletin board) and our Web Site. There must be no external inducements. Internal transfers can only be made on Transfer Window days. Any suspicious deals can be referred to the Disciplinary Committee  

Local Rules - Again we agreed to keep all our local rules as they were last season…..

- 6 defenders per team at all time (incl Goalkeepers)

- Players moving between Premiership clubs will still be 'real time'.

- Loan players again still to be 'real time'.

- Cash back of 75% of what you spent on any player leaving the Premiership before 1st September.

Disciplinary Matters It was agreed that the disciplinary committee worked well last season, even if a little over worked at some times!!. The Disciplinary committee will still be made up of the vice-chair, treasurer and the social sec (the chairman will step in if any on the committee are implicated in a particular offence). Their remit remains the same - to investigate any breaches of the rules and pass down any punishment they consider to be suitable (they will follow previous precedent whenever possible but repeat offenders will incur heavier punishment). The committee has the authority to impose transfer window bans or fines on the managers transfer fund. All findings will be reported to the chairman, posted on the FL web site bulletin board and on our web site. 

We had much discussion about imposing set tariff’s for certain offences but in the end it was becoming so long winded and drawn out, we all agreed to keep the remit as last season i.e. they have control over the punishment but will follow previous precedent where ever possible!

League Lobby - This is the FL way of logging our league. I will sign us up when it is open and let you all know when this is done (via e-mail & Web Site). You will then all need to go onto the FL Web site and sign-in, add your team to the list and pay for next season. This must also be done before the auction or you team cannot be loaded.  

Auction rules£20 mil to spend, as always. Players can only be picked from the official FL list on the day (no additions).  30 seconds only will be allowed to nominate a player or we will move to the next manager. We also had much discussion regarding changing the auction format. It was suggested that we use a one off bid for each player (similar to a sealed bid) instead of the continuous bidding we do now. Finally we agreed that it probably would not improve the auction & so we decided to stay with our history (as unlike some Premiership clubs…we have a history!!!)  

Auction Night Saturday 19th July… Venue still to be decided, both Marek & Nigel have shown willing to host the event. Discussions continue,

 And then another AGM closed and more alcohol was consumed and we all stumbled off home…..
