League
Lobby - This
is the FL way of logging your league. I will sign us up over the weekend. You
will all need to go onto the FL Web site and sign-in, add your team to the list
and pay for next season. This must also be done before the auction or you team cannot be loaded.
·
FL
Money – This
was agreed to be kept the same as last season. We have £20 million to spend at
the auction. Any money not spent at the auction can be carried over into the
season and added on to the £10mil Transfer Fund we all have for the season.
·
Transfer
Windows - Still
every 2 weeks, starting the Thursday before the season starts, closing down over
Christmas (dates will be published on our web site). The windows will close at 7.00pm
on a Thursday.
All transfers must be completed before 9.00am
on Saturday morning
· Sealed Bidding - We will be using the 'Sealed bids' option on the FL web site again this season. The rules regarding bidding will be the same as last season. You must bid a minimum of £0.1m. The whole amount of your successful bid will be deducted from the successful bidder. The total of all your bids most not be greater than your remaining transfer fund.

Tied-bids
– We will
use the FL tied-bids option again to decide tied bids. We need to see what
options they give us to decide a tied bid before we chose an option. If the
options are the same as last year we will pick the ‘Lowest in the League’
wins the bid option (although we will need to pick another option for the first
transfer window of the season). Watch your e-mail/web site for updates
· Free Transfers – Free transfer window will open on Friday morning (from 00.00) and will close at 9.00am on Saturday morning. (33 hours)
You are free to pick up any player who is a free agent… Except any player who was bid for by a sealed bid in the present transfer window, or any player who was dropped at this transfer window by another manager or any player who was not available to be bid on (i.e. was not recognised by the FL until after 7.00pm on Thursday).
If unsure about the validity of a player you can check on the ‘Changes’ screen on our FL page. (It shows all the transfer movement over the past few weeks) and the Sealed Bids page.
· Disciplinary Matters – It was agreed that the disciplinary committee worked well last season. The Disciplinary committee will be made up of the vice-chair, treasurer and the social sec (the chairman will step in if any on the committee are implicated in a particular offence). Their remit is to investigate any breaches of the rules and pass down any punishment they consider to be suitable (they will follow previous precedent whenever possible but repeat offenders will incur heavier punishment). The committee has the authority to impose transfer window bans or fines on the managers transfer fund. All findings will be reported to the chairman, posted on the FL web site bulletin board and on our web site.

Squad Size -
It was agreed after a bit of discussion to keep the squad size to 16
players for next season. Within this squad you must always have at least 6
defenders.
· Non-playing Defenders - As per last season, any defender who has not played in the previous 3 Premiership games must be replaced by a 'playing' defender at the Transfer window. Either by the manager or if not then the Chairman will do so.
Non-playing defenders will be posted on our web-site on the week of the transfer window
· Resting Defenders – Some noise had been made during the season about Managers resting playing defenders and playing non-playing defenders in there place for a week. Although breaking no PGW rules it was agreed that this is slightly unethical. On the other hand it was argued that a manger should be able to pick his team from his squad, and a manager who has a choice of 3 defenders in a position should not be punished for having a choice.
However it was agreed in the end that if a manager had a defender in his squad who has not played for 3 games then he must not play this defender in front of his playing defenders (even if he is due back). Any breach of this rule will be referred to the Disciplinary Committee.
· Internal PGW Deals - It was agreed that any 'internal' deals between managers in the PGW must be above suspicion. All other managers must be notified of all deals via our FL web page (on the Bulletin board) and our Web Site. There must be no external inducements. Internal transfers can only be made on Transfer Window days. Any suspicious deals can be referred to the Disciplinary Committee

Local
Rules - Again
we agreed to keep all our local rules as they were last season…..
- 6 defenders per team at all time (incl Goalkeepers)
- Players moving between Premiership clubs will still be 'real time'.
- Loan players again still to be 'real time'.
- Cash back of 75% of what you spent on any player leaving the Premiership before September
· Auction rules –£20 mil to spend as always, Players can only be picked from the official FL list on the day (no additions). 30 seconds only will be allowed to nominate a player or we will move to the next manager
· Sealed Bids at the Auction – 2 managers cannot attend this year’s auction. They will provide us with envelopes with sealed bids inside. Once the bidding for a player has finished at the table we will see if either manager has bid for that player. Before opening the envelope the winning manager around the table will have the option of raising his bid to his max offer. We will then open the envelopes. The manager with the highest bid wins the player. He will be charged 0.1mil more than the 2nd highest bid.
If there is a tied bid between the 2 missing managers then the envelope opened first will win (we will alternate which envelope we open first). If the tie is between a manager at the table and an envelope, then the manager at the table will be given the option to raise his bid, if he chooses not to then the envelope will win.
The missing manager will also proved a list of players to pick up as a free transfer in preference order (this can include players they have put in a sealed bid on if they want)
They will also proved a list of ‘stop orders’ i.e. only one gk, 4 midfield player etc etc… which we will try to follow (after 14 bottles of Stella this might not be so easy!!!)
