As we now live
(well most of us) in the modern world (cue a Jam song), payment for this should
be made on-line direct to Nigel. This must be done before
the auction to Nigel's account.
League Lobby - This is
the FL way of logging your league. I will sign us up over the weekend. You will
all need to go onto the FL Web site and sign-in, add your team to the list and
pay for next season. This must also be done before the auction or you team cannot be loaded.

FL Money – This was agreed to be kept the same as last season. We have £20 million to spend at the auction. Any money not spent at the auction can be carried over into the season and added on to the £10mil Transfer Fund we all have for the season.
Transfer Windows - Still every 2 weeks, starting the Thursday before the season starts, closing down over Christmas (dates will be published on the FL web site). The windows will close at 7.00pm on a Thursday. All transfers must be completed before the first games kicks-of on the Saturday.
Sealed Bidding - We will be using the 'Sealed bids' option on the FL web site again this season. The rules regarding bidding will be the same as last season. You must bid a minimum of £0.1m. The whole amount of your successful bid will be deducted from the successful bidder. The total of all your bids most not be greater than your remaining transfer fund.
Tied-bids - You
have until 12.00 Friday to re-bid should you have a tied bid. All re-bids must
be made to the chairman via phone, e-mail or text (unless
otherwise told i.e. when chairman is involved in bids). The winner of
the re-bids will be deducted the highest bid he made. (If the re-bids are tied
then another round of bidding will commence... time limit to be set by the
Chairman). If only one
manager re-bids then he will be awarded the player and be deducted his original
bid. If nobody
re-bids then all the managers will be deducted the bid price and the player
returned to the pot for the next window.
Free Transfers - It was agreed by all that this worked well last year. After the sealed bids process is finished you are free to pick up any players you want… Except any player bid for by sealed bids in the present transfer window. Any player who was dropped at this transfer window by another manager or any player who was not available to bid on (i.e. was not recognised by the FL until after 7.00pm on Thursday)
The free transfer’s can be picked up from Saturday (London time Nigel!!) until the first game kicks-off on the Saturday
Internal PGW Deals - It
was agreed that any 'internal' deals between managers in the PGW must be above
suspicion. All other managers must be notified of all deals via our FL web page
(on the Bulletin board). There must be no external inducements. Internal
transfers can only be made on Transfer Window days
Disciplinary Matters – It
was agreed that the disciplinary committee worked well last season. The
Disciplinary committee will be made up of the vice-chair, treasurer and the
social sec (the chairman will step in if any on the committee are implicated in
a particular offence). . It was agreed that any infringement of the Transfer
rules would still incur a statutory
1-transfer window ban (this can be extended by the disciplinary committee).
Their remit is to investigate any breaches of the rules (either to increase
punishment on transfer infringements or impose punishment on other issues). The
committee has the authority to impose transfer window bans or fines on the
managers transfer fund. All findings will
be reported to the chairman and
posted on the FL web site bulletin board
Non-playing Defenders - As per last season, any defender who has not played in the previous 3 Premiership games must be replaced by a 'playing' defender at the Transfer window. Either by the manager or if not then the Chairman will do so.
Squad Size - It was agreed after some discussion to increase the squad size to 16 players for next season (on a trail basis to be reviewed at the next AGM). Within this squad you must always have at least 6 defenders.
Local Rules - Again
we agreed to keep all our local rules as they were last season…..
- 6 defenders per team at all time
- Players moving between Premiership clubs will still be 'real time'.
- Loan players again still to be 'real time'.
- Cash back of 75% of what you spent on any player leaving the Premiership before September
Auction rules – Now
we really have changed this!!!£20 mil to spend as always, Players can only be picked from the official FL
list on the day (no additions)
Now for the complicated bit… read carefully.
We now have 16 players to pick but one player will be a free pick (known as your bonus ball!!). You will get your free pick when you have bought (picked) 11 players. It is down to the manager to claim his free pick and this must be done before bidding starts on the next player. If you miss it then you miss out. Your free pick can be any player that is still available. This will continue into the free picks as well.
When we get to the free picks the order of picking will be on a draft basis…
i.e. who ever cam last, last year goes first who can 8th
second etc. This will continue
throughout the free picks.

FL Web Site - All
matters for the 'attention' of managers (non playing defenders, breach of rules,
transfer window dates etc) will be posted on the Bulletin board on our FL web
page. Therefore there is no excuse for a manager to claim he was unaware of what
was happening. It is the manager's responsibility to read both the FL and our
web site.
Our Web Site - At
present it is being rebuilt this might take some time I will keep you informed
And
then another AGM closed and more alcohol was consumed as we discussed Marek’s
abuse of Flemish disabled people…
